I've never actually played Grand Theft Auto 5 (GTA V) but these mods really caught my eye. I've seen role-plays for US, UK, South Africa, and Australian police and interestingly the UK police for example is mimicking their real approach (they reason without high-powered machine guns) and the vehicles and uniforms reflect the real ones.
The only odd thing is the GTA 5 maps are used so everyone drives on the right-hand side of the road even in the UK and South Africa. The UK scenario I liked to below does show London street names and districts, so I'm gathering that can be customised per server.
FiveM offers a lot more than just police scenarios though (seeing drugs, ambulance, fire, gangs, etc) and also in quite a few different languages.
